Public bug reported:

When applying updates to a 12.10 install, the unity launcher re-
introduces items, specifically the default webapps of Ubuntu One and
Amazon, that I have previously removed.  I have seen this (incorrect)
behavior on webapps. I do not know if it happens for native default
apps.

Expected behavior: Ubuntu policy is to respect user configs through
updates and upgrades.  If a user has removed default items from the
launcher, the update should not reintroduce them.
