You have been subscribed to a public bug:

At least in Kubuntu 11.04, a user could go to systemsettings, then to
"Locale" > "System Languages" and add another language.

In Kubuntu 12.10, a user goes to systemsettings, then to "Locale" and
doesn't find the "System Languages" icon. He also doesn't find there a
way to add another language, being forced to use English (if he can
learn it). (*)

Also, using "kdesudo systemsettings" doesn't help, there the options
seen in "Locale"... are the same.

(*) This is also because in Kubuntu 12.04 the notifier "language packs
not entirely installed, should I install them?" does not appear,
although this is another bug.
