At least the 'vim' program makes it easy to see when you've got a file
with no end-of-line character at the end:
"/tmp/foo" [noeol] 2L, 17C
[noeol] is your hint that something is funny. Just add a newline to the
end of your /etc/fstab file.
Ubuntu aims for a security that does not impede usual working of the
system; if you wish to modify the /dev/shm mount options, that's easily
available, but the default ought to be good enough for most users. (If
it were horrible, it would have been fixed.)
