Same as nexl (comment #4): Using Ubuntu 12.04 Precise Pangolin with the
indicator-applet-complete 0.5.0, network-manager 0.9.4.0-0ubuntu4.2,
network-manager-gnome 0.9.4.1-0ubuntu2

After booting up my laptop attached to a wired network, there was no VPN
submenue. Unplugging and replugging my LAN cable made the VPN submenue
appear.
