Need more info from design:
John - I don't think it's a good idea to restrict the dragability to
just the "empty areas". All other touch UIs in common use, and even the
Unity Launcher, allow you to drag even grabbing the icons themselves.
It's just a matter of how long you hold the initial click/touch that
determines if you're dragging an icon or the whole surface.
