I think the bug is not worth investigating further. due to a hardware issue I had to place my SSD in another box and thus reinstall my linux partition. Then Japanese language installation worked like a charm. Probably several upgrades on my former installation drove to a wrong condition not alowing installation for this language. Alternatively, the language packages might have been repaired.
