Please consult the ubuntu or kubuntu forums on how to set a polkit
policy. Muon uses it differently than synaptic. In particular Muon has
on-demand authentication so each action has a separate authentication
level. Also see
/usr/share/polkit-1/actions/org.kubuntu.qaptworker.policy
