Public bug reported:

When I shutdown from either the login splash or from a user environment,
the system hangs on the ubuntu splash. It seems to be halting rather
than shutting down, although the exact state of the system is unclear to
me. Only way to bring it back is to manually power it down. Logging in
externally, and issuing a sudo shutdown -P command seems to result in
the same hang.
