Public bug reported:

Use tar -xpf untar a tar.bz2 archive.
Non-empty folders will lose original timestamps and show date/time of 
extraction.
The exception will be the top folder which will have its original timestamp 
retained.
Empty folders and files are processed correctly and retain original timestamps.
