You filed this bug in the summer, and Belgrade is UTC+2 (CEST) in the
summer according to our timezone data files. If they're wrong (e.g. if
Belgrade doesn't do daylight savings), then that's a bug in tzdata.

Adding a UTC checkbox to ubiquity would be worthwhile; there are other
bugs about that.
