I am confirming this myself, as I have just met this on another PC, with
the 64-bit version of Quantal. If there's anything I can debug to help
you fix the issue, let me know.

** Description changed:

- I haven't installed any updates recently, but somehow the power-cog has
- turned red, and when opening it, there was no restart required item, but
- the Online Accounts menu item was red. I guess this shouldn't happen. By
- the way, clicking the RED online accounts has opened it, as expected.
