So, I can somewhat reproduce the behaviour in comment #121, starting and closing LibreOffice a few times at some point LibreOffice menus are there, but do not trigger anything. However, doing a: pkill -9 unity-panel causes it to work with the same instance of LibreOffice. So definitly an issue in the unity panel-service, I guess.
