That's not xterm's default install but gutsy's…
The problem is not the System category (btw Accessories would be better) but 
the default appearance in the menu..
Ubuntu-desktop is dependent on xterm because of gdm's recovery console I think. 
But there can be users who like xterm and would like to have it in the menu. 
That's why should Ubuntu hide it by default.
