ok. just installed:
linux-image-3.7.0-030700rc5-generic_3.7.0-030700rc5.201211110835_amd64.deb
linux-image-extra-3.7.0-030700rc5-generic_3.7.0-030700rc5.201211110835_amd64.deb

after reboot:
uname -a
Linux white 3.7.0-030700rc5-generic #201211110835 SMP Sun Nov 11 13:35:49 UTC
2012 x86_64 x86_64 x86_64 GNU/Linux

Unfortunately, still the same problem
- mouse plugged in while booting : mouse works
- unplug/replug: doesn't work
- unbind,remove,rescan: works again

** Description changed:

since the upgrade to kubuntu 12.10 my usb ports are not working properly
anymore. i can use a device that is plugged in while booting or is
  plugged in shortly after booting.

if i plug the device in a bit (seconds?) later the device is not
detected and nothing shows in /var/log/syslog. similarly as soon as i
unplug/replug or suspend/resume the device is not detected.

the attached dmesg shows the follwing experiment

  1) boot (until [99.4] )
  2) wait a couple of seconds
  3) plug in external mouse, nothing happens
  4) perform the follwing commands from second [923] onwards (i think that 1a.7
and 1d.7 are my two usb ports)
  echo "0000:00:1a.7" > /sys/bus/pci/drivers/ehci_hcd/unbind
  sleep 5
  echo "0000:00:1d.7" > /sys/bus/pci/drivers/ehci_hcd/unbind
  sleep 5
  echo 1 > /sys/devices/pci0000\:00/0000\:00\:1d.7/remove
  sleep 5
  echo 1 > /sys/devices/pci0000\:00/0000\:00\:1a.7/remove
  sleep 5
  echo 1 > /sys/devices/pci0000\:00/pci_bus/0000\:00/rescan
  5) plug in mouse in front usb port, works, unplug
  6) plug in mouse in back usb port, works
  7) suspend/wakup
  8) mouse doesnt react
  9) unplug/replug mouse, works
