I don't think this is an xscreensaver bug, on Ubuntu it uses libgdk- pixbuf to read the jpeg files. I have to look closer another day, but for now I tested firefox (wrong) and eog (right) on Ubuntu 12.04. After resetting the orientation tag to "top- left" using the tool from http://sylvana.net/jpegcrop/exif_orientation.html it got wrong in eog also (as expected) with no change in firefox.
