Public bug reported:

Began upgrade to 12.10 through the distribution manager and it stalled.
After rebooting, I finally got to a 12.10 desktop with no icons, no
ribbon and no menu bar. Rebooted to a 12.04 CD and began the process to
remove 12.10 and go back to a clean 12.04 - this is as far as I got.
