There are two problems here, which may deserve separate bug reports.

The first problem is that the review submission fails at all.

The second is that when it does fail, the error message is poor. "Check
your log" and "consider raising a bug report" are inappropriate
language.

I suggest, first, fixing the second problem by changing unknown errors
to RecoverableErrors that submit the required log files. (This should

Once that is fixed, it will help identify the cause(s) of the first
problem.
