Public bug reported:
Ubuntu 12.10, this bug went away for the last few days but now there is
a regression. If there are updates I get an icon with a number like
usual. Clicking on it causes it to go away and nothing pops up, update-
manager has crashed.
Would use ubuntu-bug but apport is still broken.
