As I mentioned on irc there is code in apport to create a duplicate signature for apport-package bug reports. It appears here:
http://bazaar.launchpad.net/~ubuntu- branches/ubuntu/raring/apport/raring/view/head:/data/general- hooks/ubuntu.py#L103 However, there will be some DuplicateSignatures that are translated and some that are not as update-manager and ubiquity are the only package managers that I know of that set DPKG_UNTRANSLATED_MESSAGES. Additionally, with the split of ubuntu-release-upgrader and update- manager its possible that this is only set in ubuntu-release-upgrader.
