As I mentioned on irc there is code in apport to create a duplicate
signature for apport-package bug reports.  It appears here:

However, there will be some DuplicateSignatures that are translated and
some that are not as update-manager and ubiquity are the only package
managers that I know of that set DPKG_UNTRANSLATED_MESSAGES.
Additionally, with the split of ubuntu-release-upgrader and update-
manager its possible that this is only set in ubuntu-release-upgrader.

Additionally, there may be an issue where the DuplicateSignature is not
created in the event that the package installation log is gzip'ed.
