Public bug reported:

I have my computer set to suspend after 30 mins inactivity. After this
time it suspends correctly.

If I manually request suspend using 'Suspend' from the session menu or
pm-suspend from the terminal the monitor and mouse lose power but the
keyboard, fans and probably other components remain active.

The computer can successfully resume from both scenarios.
