It is maybe related after the fix on #1064593:
On the footprint editor, you can only export on new library format popup window
files with description and extension "Kicad footprint s-expre library file
(*.kicad_mod)".
It's impossible to add the lib anymore, only the *.mod type is in possible the
library preferences.
The format is not recognized if you rename the library extension to .mod.
