Confirmed using gnome-power-manager version 2.19.5-0ubuntu1.  Steps to
reproduce:

1) In Power Manager Preferences uncheck "Dim display when idle" in the "On 
Battery Power" tab
2) Be idle for a while
3) Watch brightness applet pop up after idle period
4) Be active
5) Watch brightness applet pop up again
