Nearly is subjective IMO. While I think the behavior can/should change I don't think it's forced at all. Much like Windows it allows you to minimize it but it makes sure to (try and) keep itself inside your view so that you are reminded. One thing you have to admin is that unlike Windows at least it doesn't pop up every 4 hours (at maxmum) with a timer that restarts for you even if you are unaware causing you to lose work. Maybe take a mid-Windows style approach where a user can set a timer to remind them (as they are working) but unlike Windows don't have that timer have a timer that auto-restarts without your knowledge or telling it, I feel it's time to restart.
