Yep, I had been forgetting to enable the -updates repository thanks for
pointing it out, I've retest this and it works as expected, I'm adding
the verification-done tag.
$ cat /etc/issue
Ubuntu 12.04.1 LTS \n \l
$ apt-cache policy havp
havp:
Installed: 0.92a-2ubuntu0.1
Candidate: 0.92a-2ubuntu0.1
Version table:
*** 0.92a-2ubuntu0.1 0

$ sudo /etc/init.d/havp restart
