After being frustrated with NM-Applet not functioning correctly since I upgraded to 12.04, I wondered if it may be part of a larger problem. I decided to rename the 'panel' directory for xfce4 inside of '/home/<user>/.config/', so that it would reset the defaults of the Panel, and then I rebooted. After that the Indicator Plugin functioned as expected with NM-Applet showing the VPN option.
