Public bug reported:

To reproduce log n to your user with the "Thai" language (perhaps any
language?) setting the new language use as "only for this session".

Once logged in, logout and then login using the same user name (possibly
any user name?) with the system default language (In my case English
UK).

The Thai text does not change SOME PROGRAMS back to English after I have
logged out of the Thai language and then back in with the English
language.
