Alex, thanks for taking a stab at this. I've built and installed the 0.9.4.1-0ubuntu3 packages from your bzr branch, and then I rebooted. Unfortunately, after running for ~24 hours, I can still reproduce the unresponsive menu entries and empty "More networks" and "VPN Connections" menus that are described in the original bug description.
