No, Debian would have the exact opposite problem, which is assuming that all armv7-a CPUs have NEON, which is patently false. Anyhow, I'll poke at cleaning this up so that we can default to NEON being off without completely disabling manual twiddling. I didn't realise the latter would be a consequence of former, though it was better than the inverse when I was in a rush. :/
