@om26er; I'm leaving this as incomplete for now because of other Dash
changes that we are in the process of making, and because @vanvugt's
good suggestion of not limiting the action to just the area's in between
the icons introduces possible conflicts with drag and drop actions which
will need to be managed, increasing the amount of work required to fix
the issue. We will come back to this issue and try to fix during the
13.10 cycle.
