Thanks for your help to make Ubuntu better by reporting this issue.

While what you say is true, I'm not sure it would be better to change
it. The reason is that the labels are displayed in respective native
language, and it's not obvious where in the list items like "汉语 (中国)"
and "বাংলা (বাংলাদেশ)" should be placed. With the current way you at
least make sure that locales belonging to the same language appear
consecutively.
