Public bug reported:

Can not select (and therefore move) the monitors.

There are 3 monitors shown in the app, it is a laptop with two external
monitors.

After some random clicking I discovered that it works if I click about
an inch higher that where the monitor icons are.

Basically monitor selection or placing is impossible unless the user
discovers the above "trick".
