As I studied this issue a little bit, I'd give a brief summary here. There are Unicode enabled and non-Unicode enabled ZIP archives.
If you system has unzip/zip but not 7z, neither type of ZIP archives can be displayed in File Roller. This due to limitation of unzip. If you system has 7z, File Roller can correctly display Unicode enabled ZIP archives.
