Public bug reported:

scenario 
1) open 2 application windows. one maximized one normal
2) make normal widow the top and move it to the right of the screen
3) click the right point of the sceen (thjis point must belong to normal 
window), but your action is enterpreted as selection the bottom window (that 
means that this point threated as belonging to maximized window).

If you have 2 maximized windows you han't suck problem
