Actually this is an email interface to bug reports filed against the
various components of Ubuntu.  When you reply via email, the get
appended to the actual bug report which is located at
https://bugs.launchpad.net/ubuntu/+source/human-cursors-theme/+bug/83886

"what if we took the code for animated backgrounds and put it in a gtk app for 
ubuntu ? it would really be cool. I am only talking about the specific code
and special file format used for animated backgrounds."

While I would personally think that GNOME should have more frills
regarding transitions and other possible design elements, this has the
following issues:

1) It is an upstream issue.  Given GNOMEs history, I believe that animated 
backgrounds would not go over well.  You could certainly try to make your case 
upstream.
2) e17 utilizes a fully binary file format which goes against the ethics 
inherent in GNOME.  GNOME seeks to make all things readable to the user and 
maintain source formats.  There might be exceptions, but I know that was the 
case previously.

I hope this adds a little insight into the situation.
