Verified as fixed on Firefox 17.0.1 (on Ubuntu 12.10, Mac OS X 10.8 and Windows 7) - cookies permissions persist across Firefox after restart - used the STR from Comment 13, both cookies (schafmail.de and www.openstreetmap.org) are listed under Cookies Exceptions in Options > Privacy > History.
