It appears that the download.rdf file gets corrupted. The following XML tags were missing on my file: <RDF:Seq RDF:about="NC:DownloadsRoot"> </RDF:Seq>
This worked for me: Workaround: Create a new profile and copy over the downloads.rdf from the new profile onto the profile where the problem appears.
