While I don't the know the root cause in my case I have the same symptoms :
Alt-F1 and Alt-F2 bindings are broken.
I can configure Alt-F1 and Alt-F2 with both gnome-settings and ccsm but it is
ineffective, nothing happens when I press the keys...
Alt-F3 Alt-F4 is OK.
