When upgrading two barebones precise chroots (one i386, the other amd64) to quantal via the terminal, I got this same exact error. And installing pciutils also solved it for me. do-release-upgrade is dying because it can't find 'lspci': Since the problem is with do-release- upgrade, perhaps this bug should be moved to the package 'ubuntu- release-upgrader-core'.
