I think I have the solution. Others might want to try this: I installed Ubuntu 12.10 64 bits from scratch yesterday, then added Canonical patner repos and installed Skype from there. It did not let me log in with MS account telling me it was a network problem. Here's the solution:
sudo apt-get install libssl1.0.0:i386 Apparently it needs the 32 bit version of that package, but it is not listed as a dependency so it has to be already installed or installed manually later.
