Public bug reported:

Installation process for rsyslog has not finished properly. After trying
today to upgrade:

Setting up rsyslog (5.8.6-1ubuntu9.1) ...

Even interrupt and "dpkg --configure -a" has the same result.

following processes has not been finished:
/bin/sh /var/lib/dpkg/info/rsyslog.postinst configure 5.8.6-1ubuntu9
/bin/sh /usr/sbin/invoke-rc.d rsyslog restart
/bin/sh -e /etc/init.d/rsyslog restart

So , rsyslogd is not possible to start at all.
