Public bug reported:

I have the default GNU Octave, version 3.2.4, running on Ubuntu 12.04.
As I tried to use the function ellip, I got the error message

octave:15> [b, a] = ellip(n, rp, rs, wp);
error: `fminbnd' undefined near line 37 column 4
error: called from:
error:   /usr/share/octave/packages/3.2/signal-1.0.11/__ellip_ws.m at line 37,
column 3
error:   /usr/share/octave/packages/3.2/signal-1.0.11/ncauer.m at line 40,
column 3
error:   /usr/share/octave/packages/3.2/signal-1.0.11/ellip.m at line 110,
column 21

It seems the function fminbnd has moved from the optimization package to
the core package. They might have updated the optimization package on
the repository, but have forgotten about the octave core... and now the
function fminbnd is not found.

** Affects: octave (Ubuntu)
