(yahoo_woeid_result['ResultSet']['Error'] != 0) and
(yahoo_woeid_result['ResultSet']['Results'] != None):
...replace ['Error'] != 0 with ['Error'] != '0' so it reads : if
(yahoo_woeid_result['ResultSet']['Error'] != '0') and
(yahoo_woeid_result['ResultSet']['Results'] != None):
This fixed it for me.
