This looks like a local configuration problem, rather than a bug in Ubuntu, so I'm marking this bug as Invalid. Specifically, your /etc/init.d/setserial file is missing, which is supplied by the package. Try purging and reinstalling setserial, instead of simply uninstalling and reinstalling.
