I installed the cups-filters 1.0.25-1 and libpoppler28 by dpkg -i.
~ $ dpkg --list | grep cups-filters
ii cups-filters 1.0.25-1
amd64 OpenPrinting CUPS Filters
~ $ dpkg --list | grep libpoppler28
ii libpoppler28:amd64 0.20.5-0ubuntu2
amd64 PDF rendering library
