Please sync pypanel 2.4-1.1 from Debian Sid (main). Ubuntu changes were:

 * Depend on python2.4, and other 2.4-related bits and pieces.

Overwriting Ubuntu changes is OK, as they are now incorporated in the
Debian package (and the package builds and installs fine in a clean Edgy
pbuilder):

pypanel (2.4-1.1) unstable; urgency=medium

  * Non-maintainer upload. All patches by Piotr Ozarowski.
  * Update for new python policy (Closes: #380912)
    - Convert to python-central.
    - Add debian/pycompat file.
    - Dependencies updated.
    - Bumped debhelper compatibility level to 5.
  * Fixed Homepage pseudo header in long description.
  * Bumped Standards-Version to 3.7.2 (no changes needed).
