Can you explain what you mean by 'install from zental 3.0 repository' ?
The version of quota looks like the right version for precise-updates.
However I cannot reproduce this. I tried to do so by mounting /mnt as a
quota-enabled ext4 filesystem, mounting an sshfs filesystem under that,
and doing repquota manually. Root indeed cannot stat the sshfs
mountpoint, but quota seems to ignore it for me.
Can you show what 'sudo strace -f -ooutfile repquota /mnt' gives?
