It does. With raring release, we do not allow syncing into "raring" (release 
pocket) only into raring-proposed which automatically gets migrated to "raring" 
by britney (same as sid->testing migrations).
So with older syncpackage it means you need to specify "-r raring-proposed" to 
sync into proposed pocket, the newer ubuntu-dev-tools simply default to 
-proposed pocket instead of release.
