I just attached a bug watch to the equivalent bug in Debian, when I noticed this issue had been filed and fixed upstream. Blockout2 version 2.4+dfsg1-5 and later includes a menu entry, so I am closing this since 2.4+dfsg1-6 is available in Ubuntu 11.10 and later releases.
