I have finally figured out what was causing the problem.

I had used KMyFirewall to set up iptables, and it seems that either the
default behaviour is to apply rules to loopback in addition to the
physical network interfaces, or I screwed up the configuration when I
first installed it :).

I flushed the iptables rules and set the default policy to 'ACCEPT' on
loopback, and a few quick tests show that it's working as it should be.

Problem solved from my point of view.
