Public bug reported:

After starting Audacity, its main menu bar is invisible, though usable
after pressing F10 key. The menu bar will be displayed properly after
entering the Preferences dialog.

Removing Audacity's configuration directory does not help.

I've taken some screenshots to illustrate the problem.
